The Conference of Speakers of State Legislatures in Nigeria has expressed its support for the recent passage of the State Police Bill by the Senate, describing it as a significant step forward for national security and the practice of federalism. In a statement, the conference, which represents the 36 state assemblies, welcomed the development and pledged to give the proposed constitutional amendment a comprehensive review once it is transmitted to the states for approval.
The Chairman of the Conference and Speaker of the Delta State House of Assembly, Emomotimi Guwor, stated that the conference has consistently advocated for the establishment of state police. He emphasised that community-based policing is essential for improving security response times and effectively addressing local challenges. The speakers believe that a policing structure rooted in local communities will enhance public safety and improve intelligence gathering. Guwor noted that the leadership of the various state legislatures is committed to ensuring that the bill receives diligent consideration in line with the provisions of the 1999 Constitution.
This backing from the state speakers follows the Senate’s historic vote to pass the bill, which seeks to amend the constitution to allow states to establish their own police services. The bill’s passage marks a major shift from Nigeria’s long-standing centralised policing system, a move many lawmakers and advocates argue is long overdue to combat the country’s complex security challenges, including terrorism, banditry, and kidnapping. The legislation still requires the approval of at least two-thirds of the 36 state Houses of Assembly before it can be signed into law by President Bola Ahmed Tinubu.
The speakers have committed to engaging with stakeholders, conducting public hearings where necessary, and deliberating on the matter with the national interest and the security of lives and property as paramount. They commended the Senate for what they view as a bold step and urged all stakeholders to continue the conversation with patriotism and a shared commitment to a safer Nigeria.
